The Age Determination Guidelines issued by the Commission staff in September 2002 and any successor to such guidelines are a factor in determining if a product is a children's product. The Consumer Product Safety Commission (CPSC) has unanimously voted to approve the revised ASTM International F963 Standard Consumer Safety Specification for Toy Safety (ASTM F963-23).
